Tender notice

Sealed tenders are invited from Bonafide Project Management Consultants (PMC) for supervising the unfinished repairing works of the HIG Blocks at Greenwood Park Extension (GWPE), located in Action Area 1B, New Town, Kolkata 700163. This notice calls for experienced agencies to step in and ensure the timely and quality completion of the remaining construction work, which is expected to last approximately six months.

Bidding Details

Prospective bidders must submit their bids in a two-part system:

  1. Part 1: This should contain documents proving the technical eligibility of the bidder.
  2. Part 2: This should include the consolidated price bid for completing the entire repairing work.

The deadline for submitting the sealed bids is 28th February 2025. Bids should be submitted either at the Facility Manager’s Office or at the Security Gate of the mentioned address.

An earnest money deposit of Rs. 10,000 is required along with the bids. This should be in the form of a Demand Draft or Banker’s Cheque, drawn in favour of “GREENWOOD PARK EXTENSION APARTMENT OWNERS ASSOCIATION A/C HIG BLDG RESTORATION”. The earnest money will be refunded to unsuccessful bidders within 30 days of finalization of the Project Management Consultant (PMC) and will not bear any interest.

The first part of the bid (technical eligibility documents) will be opened at 11 AM on 2nd March 2025 by the members of the selected Building Repair Committee (BRC) in the presence of bidders or their authorized representatives who wish to attend. The date and time for opening the price bid (Part 2) will be communicated to the eligible bidders via email or phone.

Bidders must ensure that Part 1, Part 2, and the earnest money are placed in separate envelopes, clearly mentioning the respective parts on the top. The name, address, and telephone number of the bidder should be mentioned at the left bottom corner of each envelope. All three envelopes should then be enclosed in a cover envelope addressed to the President, GWPE.

The consolidated bid amount should be clearly mentioned in both letters and figures, and should include all expenses, taxes, and statutory dues of the selected agency.

The details regarding selection criteria and scope of the work is as mentioned in the “Eligibility Criteria” Section (Ref. Annexure II) and “Scope of Work” (Ref. Annexure III)

ANNEXURE I :Salient Points

  1. Approximately 70% of the repair work has been completed to date.
  2. The approximate value of the unfinished repair work is Rs. 60 Lakh.
  3. The approximate completion time for the remaining work is 6 months.
  4. Up to the 8th running account bill has been paid to the Contractor.
  5. The previous PMC has dissociated.
  6. Evaluation and validation of the 9th running account bill is pending and will be the responsibility of the newly appointed PMC agency.
  7. Payment terms for the new PMC:
    • 10% of the awarded amount to PMC will be paid per month, subject to the continuation of construction activities for six months.
    • 30% after processing the payment of the final bill to the executing agency.
    • The remaining 10% after the expiry of the defect liability period.
    • All payments to the PMC will be made after deducting statutory deductions as applicable.

ANNEXURE II :Eligibility Criteria

  1. To be eligible, agencies must:

    1. Have sufficient technical manpower for supervising the work.
    2. Has prior experience in Consultancy services for repairing, renovation work of multi-storeyed building/society.
    3. Have executed similar nature of work within the last five calendar years, with a construction value of not less than Rs. 30 Lakhs.
    4. Possess the necessary statutory registrations and licenses for executing the work.
    5. Should have at least one qualified civil engineer (B.E./B.Tech) in the team
    6. Submit self-certified copies of TAN/PAN cards.
    7. Provide self-certified copies of completion certificates and work orders for previous works executed.
    8. Include certificates of technical competence of employees or associates.
    9. Submit any other documents that can prove the stature of the agency.

Annexure III :Scope of Work

The selected Project Management Consultant will be responsible for:

  1. Daily supervision of work, ensuring compliance with technical specifications.
  2. Taking joint measurements with the contractor, periodically test-checked by BRC members.
  3. Planning daily work in advance.
  4. Checking on-account bills of the contractor.
  5. Liaising between different executing agencies.
  6. Informing BRC members about the progress of work.
  7. Listening to the concerns of occupants and taking corrective measures, or reporting issues to BRC members for solutions.
  8. Preparing the final bill, incorporating already paid on-account bills.
  9. Checking and processing any unpaid on-account bills claimed by the contractor.
  10. Checking for any defects within the defect liability period after completion of work.

Before quoting, it is requested that prospective bidders visit the HIG blocks of the complex to assess the quantum of the supervision work. It will be presumed that the intending PMC agency has visited the site and evaluated the supervision work required.
